The definition of a parallel line is that m2 = m1 . Since the first line has a slope of 4, ANY line you invent with the same slope is a valid answer (you can change the 3 to any other number you like).
Perpendicular lines have a slightly uglier property: m2 = -1

In other words, a perpendicular slope will be upside down and backwards. The slope was 4, so if you flip and reverse it, you get:
m2 = -1
4
You need only replace the 4 with the new slope, and change that pesky 3 to anything you want.
