Multiplies the top equation by 3 and the bottom by -2:

 

 6x + 9y = 30.60

-6x + -8y = -28.40

 

y = 2.20

 

 

Plugging into equation #1:

 

2x + 3(2.20) = 10.20

2x + 6.60 = 10.20

 

2x = 10.20 - 6.60

 

2x = 3.60

x=1.80
