I assume you are taking a chemistry course, and that this is a TRUE/FALSE question.  You should be familiar with the periodic table of the elements.  Just look at a periodic table, and see whether O and S are in the same column or not.  Then knowing the meaning of the rows and columns of the periodic table, you can answer the question.
