You probably mean (-6/7)x which means slope = -6/7. For some reason, many problems posted like this leave out the / between the numerator and denominator
then any parallel line has the same slope
y=(-6/7)x + b, solve for b by plugging in the point (-7,-3)
-3 + (-6/7)(-7) + b
b = -3 =6 = -9
the parallel line is y = (-6/7)x - 9
