They are telling you that they pulled out factors of 2a from the first term and nothing from the second term.

12ab - 6b = X (2a - 1)

12ab/2a = 6b   Is this the answer?  Check the second term

-6b/-1 = 6b

 So it looks like 6b is the answer.

12ab - 6b = 6b(2a - 1)
