Draw a picture of the pillow and think about it. Label the width and length. To find out how much it takes to go around the pillow, you have to add together all the sides, which ends up being 2* width + 2 * length. They tell you what the length and width are, so plug the numbers in and solve. Remember to follow order of operations, in this case, multiply before you add.
