What is .017 squared? I got 2.89E-4. I do not know what that means. I need it rounded 3 decimal places.

I think they want you to do it by hand, not on a calculator.  The E-4 means 10^-4.  So the answer is 2.89 x 10^-4.  Can you multiply 0.017 by 0.017?

 

       0.017

    x 0.017

   0 0 1 1 9

0 0 0 1 7

0 0 0 2 8 9

 

Now there are 6 total decimal places in 0.017 times 0.017 so mover the decimal point six places to the left and you end up with 0.000289 = 2.89 x 10^-4
