You really don't need two equations but if you want two...
A+B=100
A=100-B
1%A+5%B=4%*100
0.01A+0.05B=0.04*100
substitute
0.01(100-B)+0.05B=4
1-0.01B+0.05B=4
1+0.04B=4
0.04B=4-1
0.04B=3
4B=300
B=300/4
B=75 ml of the 5% solution
A=100-75=25 ml of the 1% solution
using one equation...
1%x+5%(100-x)=4%(100)
0.01x+0.05(100-x)=0.04(100)
0.01x+5-0.05x=4
5-0.04x=4
5-4=0.04x
1=0.04x
100=4x
x=100/4
x=25 ml of the 1% solution and therefore 100-25=75 ml of the 5% solution
