What is the math formula to get 100% for a 1 to 5 star rating, accounting for number of reviews?

Scenario: Parents are rating a school.
What would the math formula be to score 100%?
What would the math formula be to score 50%?

Parent Rating 1 star=bad and 5 stars=good
Adjust accuracy for the number of reviews.
A perfect review would be 5 stars for all 500 reviews = 100%
How many stars and how many number of reviews would it take to get 50%?

Either stars or reviews must be constant. Otherwise based on 500 5-star = 100% then 250 5-star = 50%, or 500 2.5-star = 50%.

So, If you have a 100 reviews of 5 stars, that would be considered a perfect 100%.  What percent would you score if you had 80 reviews of 4 stars?  Ya, I see the need for a constant.  Ok thank you!
