What is a rational exponent?

What is a rational exponent? How are rational exponents related to radicals? Give an example of how an expression with a rational exponent can be rewritten as a radical expression, and simplify the expression, if possible.

Thank you Philip.  I had a basic understanding of it but I needed a little more.  As I understand it, a rational expression is signifying a ratio and that is why it is in fraction form.  The rest of my posted questions about radicals gave me a hard time. I am also horrible at coming up with examples of numbers.
