A good way to determine where the hundred's position is, will be to read the number out loud. That number reads, Three hundred thousand four HUNDRED and eighty two. Now, ask yourself a question: The rule for rounding up is that if the hundred's number is 5 or higher, you need to round up. In other words, if that 4, was either a 5, 6,7, 8, or 9 you would round the first part of the number UP meaning it WOULD HAVE BEEN 301,000. But the number is a 4, correct? 

But in the case of the hundred's being a 1,2,3, or 4, we round down, meaning there is no change in the number. Therefore, rounding this number down, due to the 4 being in the hundreds position, means the number is simply 300.000.
