The filling cannot occur because the draining occurs faster than the rate of fill.
(Size of tank does not matter!)

V is the volume of the tank
pipe fills the tank at a rate of V/8 gallons per minute
drain empties the tank at a rate of V/6 gallons per minute
When both are opened the tank is filled at a rate of V/8 - V/6 = 3V/24 - 4V/24 = -V/24
