How would I solve a problem of this type?

line parallel to y = 1/2x - 6 and whose x intercept is -4

It must have the same slope.
 
m = 1/2
 
y = (1/2)x + b
 
x-intercept is -4, which is where y = 0.
 
0 = (1/2)(-4) + b
0 = -2 + b
b = 2
 
Final equation:
 
y = (1/2)x + 2
