is b/2 in completing the square related to -b/2a?

In completing the square they use b/2 and I was wondering if it was in anyway related to -b/2a.

Perhaps the quadratic expression in the problem had a = -1 ?  Then
 
-b/(2a) = -b/[2(-1)] = b/2
 
I suggest you post the complete problem so a math tutor can examine it.

DEFINITELY. Refer to the process of deriving the Quadratic Formula as general solution to ax2+bx+c= 0.
 
For safety's sake, memorize the formula for vertex (its x coordinate) as x = -b/(2a), to guarantee correct PEMDAS behavior.
