y = -2x-4 has a slope of -2. Since perpendicular lines have slopes that are negative reciprocals of each other, the new line will have a slope of 1/2. Since you now have a slope and a point, use the Point-Slope Form of the equation of a line.
y - y1 - m(x - x1)
y + 2 = 1/2(x - 1)
y + 2 = (1/2)x - 1/2
y = (1/2)x - 2 1/2
