The slope of the line that passes thourgh (2,3) and (-4,9) is M=(9-3)/(-4-2) = 6/(-6) = -1
Perpendicular lines have slopes that are NEGATIVE reciprocals of each other.
So the perpendicular line has slope M=1
It passes through (4,7) so x=4 when y = 7 and has slope 1
y = M x + b
7 = 1*4 + b
7 = 4 + b
b = 3
The perpendicular line equation is y = 1*x + 3 = x + 3
