There are four categories: no response, short, met, and exceeded expectations. The percentages are given for the first three, so you have to get the last percentage by subtracting from 100%. That will get you one answer.
Since there is no overlap between the groups, the percentage of "met or surpassed" is just the sum of "met" and "surpassed".
Since you're choosing students at random from the same population surveyed, the chance of getting a given response is just the same as the percentages of those responses in the survey.
