ALL HORIZONTAL LINES HAVE m = 0. If it goes through (a,b), then its equation is y=b.
Lines perpendicular to some given line that has slope m will have their slope = -1/m.
You can then use Point Slope form to write the equation desired.
Lines that are parallel (to one another) all have the SAME SLOPE.
These are basic principles that are being taught currently in your Algebra class. It behooves you to learn (that includes memorization).
