Need help with Algebra 2!!!

Question

So, I completed this crossword and this problem made no sense; 6. "Do u think all the spending outlined in Referendum 27 is wise?" It is a 14 letter long word.. I asked my math instructor what it meant and she replied saying its focussing more on the completion and tone not so much the referendum.. I'm still confused??
