Do not call yourself dumb! That is self-defeating. Let us look at this again:
Two lines are parallel if they have the same slope. They are perpendicular if the products of their slopes is -1. They are neither parallel or perpendicular otherwise. So if you are given the equations of two lines, find their slopes. Do you remember how to do that from your algebra class?
Given
Ax + By = C,
the slope is
m = -A/B
Find m for the given line. You should get
m = -2/5
Now find the m for the three lines in parts (a) through (c) and compare to -2/5. If they are the same, the lines are parallel. If you multiply them and get
m1m2 = -1,
then they are perpendicular. Otherwise, they are neither parallel or perpendicular. Can you see it now?
