Hi Eryn.
If 1500 tvs are going to market and 13.3% of them fail, that means that 1500*.133 = 199.5 TVs WILL FAIL.
So (1500 - 199.5) is the number of TVs that will NOT FAIL. And since you never buy half of a tv, will have to round.
I would round down, in case that half of a TV does end up failing. I would answer 1300 TVs will not fail.
