Surface tension depends on the strength of the intermolecular forces in a particular substance. Molecules can be polar or non-polar, they may exhibit hydrogen bonding or not.  Hopefully, you have been studying something about these factors to make an assessment.  I'd have to look into it further to decide which but I hope this helps some.
