Yes; ethyl alcohol is soluble in water. The structure (if I can replicate it here) is:

The OH (hydroxyl group) makes the molecule polar, since oxygen is highly electronegative and the sharing of electrons is therefore unequal. Polar substances dissolve in water because the partial charges interact with the partial charges of water molecules (partially negative oxygen atoms and partially positive hydrogens).
