1 inch = 1 foot. What is the scale factor of the drawing?

Your request says "1 inch = 1 foot "  which is NOT TRUE.  
 
one inch represents, or corresponds to, one foot, and the scale factor is 1:12.

With a scale factor of "1:12," that could mean:
     1 inch : 12 inches
     1 foot : 12 feet
     1 yard : 12 yards
So, the scale factor as a fraction, for example, 1/12, requires the same units.  Note that the ":" is the common way to write scale factors; not as a fraction.

It depends on how you interpret 1 inch = 1 foot. No 1 inch does not equal 1 foot in terms of literal units of measurement. Everyone knows that. In this context "equals" means that the measurement on one side of the equation is the same as or represents the measurement on the other side of the equation.
