To find how much Mark gets charged, we know that each minute he uses, he gets billed $0.08.
If he uses 't' number of minutes, the company will add $0.08*t to his bill.
However, we also know that even if Mark doesn't use any internet at all, he will get billed $14. This means we know that his total bill will be:
Bill = $0.08t + $14
Since we are looking how many minutes Mark would need to use to receive a bill of $42, we will set the Bill = 42.
$42 = $0.08*t + $14
$28 = $0.08*t
Divide both sides by 0.08
t = 350 minutes of internet used for the month.
