699,000 is 700,000 if rounded to the nearest 100,000
649,000 rounds to 600,000 to the nearest 100,000
650,000 rounds to 700,000 to the nearest 100,000
749,000 rounds to 700,000 to the nearest 100,000; etc...
When rounding, we look at the digit to the right of the place to which we are rounding. For example, to round to the nearest hundred thousand, we look at the ten thousands' place. If that digit is greater than or equal to 5, then we round the number up. On the other hand, if it is less than 5, then we round the number down.
650,000 would be rounded up to 700,000
710,000 would be rounded down to 700,000
