Hydrogen bonding is an intermolecular force much like dipole-dipole except that it occurs with molecules where Hydrogen is bonded to either O,N, or F. Momentary dipoles are formed (polar molecules). H-bonding is fairly strong which causes high heat capacity.

If there is more salt for the same amount of water, this should mean the water is more dense.
If the water is more dense, objects can float on it more easily. With more impurities in liquids the freezing point lowers and the boiling point raises.
