The difference between a percentage and a decimal is the location of the decimal. Percent essentially means "per cent," like coins are cents. For example, 37 cents would be 37 percent of a dollar, and written as $0.37.

To change a percent to a number, we move the decimal to the left two places:

100% ⇒ 1.00  65% ⇒ 0.65  365.7% ⇒ 3.657

 

We can change numbers fractions by how many decimal places a number has. The number of decimal places is the power of ten we need to use for the denominator:

1 ⇒ ¹/₁  .65 ⇒ ⁶⁵/₁₀₀  3.657 ⇒ ³⁶⁵⁷/₁₀₀₀

The answer is a whole number--no need to ask about fractions. On the other hand, 50% is ½.
