The difference between a percentage and a decimal is the location of the decimal. Percent essentially means "per cent," like coins are cents. For example, 37 cents would be 37 percent of a dollar, and written as $0.37.
To change a percent to a number, we move the decimal to the left two places:
100% ⇒ 1.00 65% ⇒ 0.65 365.7% ⇒ 3.657
We can change numbers fractions by how many decimal places a number has. The number of decimal places is the power of ten we need to use for the denominator:
1 ⇒ 1/1 .65 ⇒ 65/100 3.657 ⇒ 3657/1000
