You cannot convert area into circumference, just as you cannot convert lead into gold.
BUT, if you have A = pi times (radius squared), for a circle, then you can calculate the radius (r).
From the radius, you can calculate circumference, using C = 2 pi r.

I just took an area ... Divided by pi yeilding radius squared ... The square root of that is the needed radius times 2 gets diameter times pi yeilds circumference

Are you sure you can't convert area into circumference? A = pi * r * r C = pi * r * 2 isolate for r. A/pi *r = r C/pi * 2 = r therefore, A/pi * 2 = C/pi * 2 cross multiply to get A * 2 * pi = C * r * pi divide by a common factor of pi to get 2A/r = C or you could also use A = C*r/2.10/28/18
