slope = m= (y2-y1)/(x2-x1)=(-5-3)/(4-(-8))=-8 / 12 =-2/3
y-3 = (-2/3)(x-(-8))
y-3=(-2/3)(x+8)
multiply both side with 3
3y-9=-2x-16
