how to turn this fraction into a whole number

You can write the fraction 38/21 into a mixed number.  However, you will still have a fraction.
 
divide, it and you get 1 17/21.  Then add the 1 and 29.  You get 30 17/21

You can only convert to a whole number if the fraction part of the mixed number had a numerator equal to its denominator, or you get an integer if the numerator is divided by the denominator.
 
For example:
 
29  38/38 = 30
 
29  28/2 = 29 + 14 = 43

Let's convert 38/21 to a mixed number: 1 17/21
Combining this with 29, we get the Conventional Mixed Number 30 17/21 (thirty & seventeen over 21).  This is a mixed number and it cannot be a whole number unless you've been asked to round to the nearest whole number, in which case that answer would be 31.
 
The title of this question is incorrect.
