Let x=original pay rate
The raise is 1.68%. We can also write that as (168/10000) or (0.0168) as needed in the problem
When the raise is added to the original pay rate, we get 1.0168, so:
1.0168x = 9
x = 9 / 1.0168
x = $8.85

I read this the same was as Mark M.
The raise amounted to $9 more per hour
so 1.68% of p = 9
p = $535.71 per hour before the raise

Step 1. Translate the word (story) problem into a math problem. After all, this is a math problem, right? There is often TMI and logic needed in this translation, and there are "bricks to stumble over" (like using different units) and "brick walls to run into" (like formulas we don't know).
Step 2. If the problem translates into a reasonable math problem, proceed. If not, consider a typo, a misunderstanding, etc. and revisit the problem statement. Mark M. at least asked a question, but he left the response up to the student.
Step 3. Consider the context -- the student, the course, the grade, other questions -- all of the context possible -- and decide whether to solve the problem as stated or to postulate a correction. The student may now have multiple, conflicting answer, but may choose one based on information not presented in the problem. Hopefully, students may judge between conflicting answers (there are many on the Answers Forum) and be thankful.
