On your coordinate plane, indicate the point (0,-2). This is the y-intercept.
Since the slope is -3, the line will go up to the left and down to the right, from that initial point.
You can indicate the following points, using the initial point as the reference.
Up 3 and 1 to the left gives the point (-1,1)
Down 3 and 1 to the right gives the point (1,-5)
Now connect these three dots and extend the line in both directions and you have the graph of your line.
