First, graph both equations on the same coordinate system.
(1) y=6x+9
(2) y=-2x-3
For the first equation, plot the points (0, 9) and (1, 15). Then connect them in a straight line throughout the coordinate system.
For the second equation, plot the points (0, -3) and (1, -5). Then connect them in a straight line throughout the coordinate system.
Shade the region below and on the line y=6x+9 , and shade the region above the line y=-2x-3. The overlapping shaded region is the solution to the system of inequalities.
