For example, if you set this equal to zero, then you can solve. Without being given that information, though, the following solution may not be a solution at all. It depends on what other information you have about that expression.
Assuming that you can set it equal to zero (a common task anyway to find roots and x-intercepts), the following is how you could proceed.
14b - 16 + 13b = 0
Combine like terms (you have two terms of b to the power of 1, so you can add them together).
27b - 16 = 0
Now add 16 to both sides of the equation:
27b = 16
Now divide both sides by 27:
b = 16/27
But again, this solution may be meaningless depending on the actual problem. This is just one example of what you could do with more information.
