Solve the inequality for y; you should get y ≤ (-1/4)x -1. The boundary is the line y = (-1/4)x -1. The line should be solid, because equality is included. The shading should be BELOW the boundary line.
To graph the boundary line itself, note that its y-intercept is -1.
If you set y = 0, you find x-intercept to be x = -4.
Draw the line through those points, after locating those points carefully.
This procedure works well for nearly all linear inequalities.
