A negative exponent means that the variable should move to the opposite side of the fraction bar. In you example (h5)-3 should move to the denominator. When you move it the -3 becomes +3. The same is true for the h-12 but in reverse.
Once you make you changes it will look like this h12/(h5)3
When an exponent is raised to a certain power you should multiply the exponents. In this case (h5) is being raised to the 3rd power so you should multiply 5 and 3 and put the (h) to that power.
Then reduce by subtracting the exponents.
