0.3x+5 what does the question mean by a word phrase is that like what their problem is?

and then I thought I was supposed to answer the problem I don't know?

0.3x+5  is an expression.  If we had an equation, then we would have solved for x.

 

It looks like you need to translate this into a words.  You can say

 

"5 more than 30 percent of a number."
