Here's vertex form:
y = a(x - h) + k
What we then do is use the point given (-7, -3) as our vertex to move it about.
-7 means that we move the vertex to the left seven spots and is pout into the h-variable:
y = a(x - (-7)) + k
y = a(x + 7) + k
-3 is our height, so that goes into our k-variable:
y = a(x + 7) - 3
The function's vertex says minimum, so that means that a has to be positive, so you can make a any value greater than 0. It can be 0.001; it can be 1000, it's up to you (though 1 would be standard).
