The Articles of Confederation was a flawed governing document. While each State had 1 to 7 members in its delegation; each State only had 1 vote when it came to voting on legislation. It also required that 9 of the 13 States had to vote in favor in order to pass. Essentially making the Federal Government ineffective and incapable of governing the newly formed country; as all States have different needs and priorities. Example: New York was still paying off its debt from the Revolution, while Virginia had paid its debt off. Why would Virginia vote to consolidate all the States’ debt? This problem would arise after the US Constitution would be ratified, but it shows how States differed.
