Here is the answer: 4x+6x^2y^2+2y
You have to divide the denominator into the numerator for each term. When dividing exponents you will subtract them for each like variable to simplify the equation.
Each Term
8x^2 y^2 = 8/2 = 4 then xx = x then yy = y variables cancel out - Answer Term 1 = 4x
2xy^2 x yy
2xy^2 x yy
12x^3y^4 = 12/2 = 6 then xxx = x^2 then yyyy = y^2 - Answer Term 2 = 6x2y2
2xy^2 x yy
4xy^3 = 4/2 = 2 then x = x variables cancel out then yyy = y - Answer Term 3 = 2y
2xy^2 x yy
Answer = 4x+6x2y2+2y

Caleb - the answer did not post the way I had actually typed it. The cancelling of the variables were strikedthrough but when it posted the strikethrough line disappeared and the denominators shifted. Hopefully this will clarify:
8x^2y^2/2xy^2 = 8/2 = 4 then x(2-1) = x then y(2-2) = 0 y variables cancel out - Answer for Term 1 = 4x
12x^3y^4/2xy^2 = 12/2 = 6 then x(3-1)= x2 then y(4-2) = y2 - Answer for Term 2 = 6x2y2
4xy^3/2xy^2 = 4/2 = 2 then x(1-1) = 0 x variables cancel out then y(3-2) = y - Answer for Term 3 = 2y
