2 Chaperons for the first 25 students; 2 more Chaperons for the second 25 students -- that's 4 Chaperons for 50 students. Now, what to do with the remaining 9?
Mathematically, 1 more Chaperon (total of 5) is o.k. But, if they are assigned in pairs (that is, if no Chaperon should be alone in charge of even 9 students), then the number is 6. And, the groups could be more evenly divided.
