I interpret this as
Logb[sqrt[x(x+4)/x2]]=Logb[[x(x+4)/x2](1/2)]
Use the following rules
Log(xy)=Log(x)+Log(y)
Log(xy)=yLog(x)
You get
=Logb[[x(x+4)/x2](1/2)]=(1/2)[Logb(x)+Logb(x+4)-2Logb(x)]=(1/2)[Logb(x+4)-Logb(x)]
