Do you mean the fifth government republic, which is the current governmental system of France, or the fifth branch of government which is really theoretical. If you could provide a little more information I'm sure we could inundate with anything you'd like to know.

Cinthia, I imagine you are not looking for extinct labor parties that took over foreign governmental systems, so more than likely, you want to know about the Fifth Amendment of the United States Constitution.
"No person shall be held to answer for a capital, or otherwise infamous crime, unless on a presentment or indictment of a Grand Jury, except in cases arising in the land or naval forces, or in the Militia, when in actual service in time of War or public danger; nor shall any person be subject for the same offense to be twice put in jeopardy of life or limb; nor shall be compelled in any criminal case to be a witness against himself, nor be deprived of life, liberty, or property, without due process of law; nor shall private property be taken for public use, without just compensation." (United States Constitution)
This amendment, simply put, covers "Double Jeopardy", self-incrimination, and due process. "Double Jeopardy" means that a person cannot be charged twice with the same capital crime, nor shall any person be doubly charged with a crime in one criminal liability case for harsher punishments to be handed out. The Fifth Amendment, as made famous by Dave Chappelle, also allows for protection in court proceedings of a person to not have to give evidence against themselves that would incriminate themselves. Due process, which includes not having properties taken without justification, or proper compensation, concerns the protection of citizens from not having the process of a fair trial, and having personal property wrongly seized by the government. The protection of not having property seized without due compensation saved many people during "Manifest Destiny" (America's westward settlement) from having their property seized without compensation from the railroad companies that dominated the economy, and more recently, has come in to play protecting artifacts found by citizens from America's past on their property.

The 5th government? No such thing has ever existed in the US. Only thing that comes close to it was the Fifth LABOUR Government of New Zeeland, but that doesnt exist any more.
