Gene is right, more info is needed. If I only had your question to go off of I could argue that there are infinitely many numbers that could round to 1000.
example: say we wanted to round to the nearest 10th then 1000.01, 1000.001, 1000.0001, 1000.00001 and so on. Since I can continuously had 0's to the right of the decimal there are infinitely many numbers that can round to 1000

You can do it! I'll show you how.
We need a little more information to answer the question.
If it's supposed to be rounded to the nearest 10, it would include the integers from 995 to 1004.
Or, to the nearest 100 it would include 950 to 1049.
In each case, the number of digits is equal to the value that you are rounding to.
Example: 995 to 1004 would be (1004 - 995) + 1 = 10.
The plus 1 is due to the fact that subtraction gives you how many more it takes to get from the lower value to the higher one. This does not count the starting point!
