The sentence sound weird. It is not correct... for me the best answer is : Cuando el Titanic se estrelló en el siglo 20, los primeros pasajeros rescatados fueron mujeres y niños.

• Cuando el Titanic se estrelló en el siglo 20, los primeros pasajeros que fueron rescatados eran mujeres y niños.
Now does it end with 'eran mujeres y niños' o 'fueran mujeres y niños'

"era" is used for descriptions (how things were) ...eran mujeres y niños.
"fue" is used for narrations (how things happened) ...los primeros pasajeros que fueron rescatados...
