if you know the concentration of the hydronium ion [H3O+] then you can use the following equation to find the pH of the solution. moles/liter = Molarity.
pH = -log [H3O+]
pH = -log [4.6x10-1]
the log of [4.6x10-1] = -0.337
pH = - (-0.337)
pH = 0.337 ≈ 0.3
so this is a pretty acidic solution
