Draw out the lewis structure and check for yourself. Use common bonding patterns and think about how the atoms connect in their most typical way: Carbon makes 4 bonds, halogens make 1 bond and have three lone pairs, and hydrogen makes one bond and has zero lone pairs.
This allows for a structure where all the atoms have complete octets and a formal charge of zero. The formal charges should add to the actual charge, which in this case is zero.
