Cyclopropane would be more reactive because of the tension between bonds. Given that propane is a hydrocarbon with 3 carbons, having it in cyclic form would form an equilateral triangle with angles forming at 60°. This is much tighter than the typical 109.5° angle formed between carbons in a hydrocarbon chain. That will lead cyclopropane to be more reactive since the bonds will be under more strain and will be easier to break.
