There's a disconnect between the feedback you're getting and the actions your superiors are taking. Remember: actions speak louder than words. Have you asked your manager directly what it would take for you to be promoted? Have you asked your superiors why those who are being promoted are the ones they choose? If open communication is difficult for issues like these, then you might need a tutor or coach to help you analyze the players involved, how to read them, and things you might to do to improve your situation.
